Hello, I'm not sure if you read the whole notice, or the Q&A, but DOS has not suspended adoptions. They have suspended adoptions where the Nepal orphan status indicated "abandonded." Here is a Q&A from the DOS site:
Q: Does the suspension apply to all cases or only to cases in which a child was allegedly found abandoned? A. The suspension applies only to cases where a child is alleged to have been found abandoned.
If you get matched with a child for any other reason than abandonment, you should still be able to adopt from Nepal.
